The MOMC methods material repeatedly describes work as happening in phases rather than in one continuous blur.

That is a useful pattern because hard work is easier to trust when people can see where they are in the process.

The broad sequence is familiar:

  • understand the problem deeply
  • organize the chaos into a usable model
  • decide what matters now
  • build and roll out the needed systems
  • transition toward stable ownership

Phasing helps in at least three ways. It reduces fear because people can see what is happening now versus later. It improves prioritization because everything does not compete at once. And it creates a cleaner transition path because the work is not implicitly designed to keep one person in the center forever.

That final stage matters. Transition is not an afterthought. If the system cannot survive handoff, then the build phase was incomplete.

Phased work is often the difference between temporary intervention and durable capability.
